What is Jessica Utts known for?

Jessica Utts is an American statistician who taught at the University of California, Davis and then at the University of California, Irvine, where she chaired the statistics department. In 2016 she served as president of the American Statistical Association.

In 1995 the American Institutes for Research asked her and the psychologist Ray Hyman to evaluate the remote viewing research that the US government had funded for more than twenty years, first at SRI International and later at Science Applications International Corporation. Utts concluded that the statistical results were significant and that psychic functioning had been well established in the laboratory.

Hyman disagreed, and the final report found that whatever the laboratory results, remote viewing had never produced information useful for intelligence operations. The program was ended. Utts's position is a minority one; most scientists do not accept that remote viewing has been shown to exist.
